The Opportunity
The Senior Marketing Manager leads integrated marketing strategy, planning, and execution for the Black & Veatch Public Agencies & Utilities (PAU) client segment, which is anchored in water-focused offerings but represents the full portfolio of Black & Veatch (BV) solutions. This role ensures that marketing efforts elevate BV’s water leadership and create demand across adjacent and emerging PAU needs — including energy, resilience, digital, environmental and infrastructure offerings. The Sr. Marketing Manager serves as the primary marketing partner to PAU leadership and collaborates closely with sales, pursuits, regional account leaders, segment and solution marketing leadership, external communications and marketing communications to drive growth across the segment. This is a senior marketing leader role requiring strong communications skills and executive presence, as well as the ability to work both strategically and tactically to drive and execute the marketing plan.

The Team
Black & Veatch Enterprise Evolution consists of critical functions focused on identifying market opportunities and bringing together client-facing and growth efforts. Functions include Enterprise Marketing & Communications, Enterprise Sales, Enterprise Strategy, Innovation, Mergers and Acquisitions and Sustainability.

Key Responsibilities

  • Ensures delivery of Enterprise Marketing across the PAU client segments, reaching both new and existing clients, to position the BV brand and sell the full portfolio of solutions, contributing to top and bottom-line growth.
  • Serves as the primary Marketing partner for BV’s water solutions.
  • Converts PAU segment business and water solution strategies into actionable marketing strategies and plans that expand reach within current markets and accelerate growth into new geographies and sub‑segments.
  • Develops and maintains client-type value propositions that highlight BV’s differentiated water expertise and integrated solutions.
  • Conducts ongoing market, client and competitive research specific to public agencies, municipal utilities, and the broader water sector to inform strategy, targeting and messaging.
  • Is astute in client segmentation and works with client teams, industry resources, internal databases and internal sources to understand and grow the client contact database and enrich the database to fuel more compelling and personalized outreach and engagement.
  • Designs, builds and manages integrated marketing campaigns (planned and ad‑hoc) including content marketing and digital campaigns that promote BV’s water‑focused offerings and align with PAU segment priorities.
  • Develops clear, compelling messaging frameworks that translate technical water solutions into customer‑centric narratives, client stories, proof points and campaign themes.
  • Identify, evaluate, plan, manage and fulfill event, sponsorship, association, and advertising opportunities relevant to the PAU and water sectors.
  • Ensures brand management during tactical execution of all client facing marketing efforts.
  • Plans, schedules, manages and promotes content through social media channels aligned with external affairs/social media.
  • With a strong executive presence, plays a market-facing role with clients and industry leaders at events, prepping for and hosting meetings to drive key conversations.
  • Plans, manages, and develops thought leadership content for key campaign initiatives.
  • Plans and actively manages budgets against all marketing plan deliverables including events, associations, advertising, and creative production that support client and market goals.
  • Develops plan around discoverability and engagement across the digital customer journey to advance clients in interest and pipeline throughput.
  • Works in Sales Force and with sales development reps and client teams to plan, manage, analyze and qualify lead generation results in collaboration with the Demand Gen team, ensuring strong handoff and contribution to PAU sales pipeline goals.
  • Establishes and tracks KPIs for all PAU-focused marketing campaigns and initiatives, reporting insights and optimization recommendations.

Preferred Qualifications

  • 10+ years of related marketing experience, ideally in B2B, professional services, infrastructure, or solution‑based industries
  • Experience with or familiarity with the water industry or public‑sector environments such as public agencies, municipalities, or utilities.
  • Demonstrated ability to develop and execute integrated marketing plans, campaigns, and content across multiple channels.
  • Strong skills in project management, coordination, and delivering marketing initiatives end‑to‑end.
  • Ability to collaborate effectively with cross‑functional teams
  • 15+ years of marketing experience in corporate and/or agency environments in complex B2B or services industries.
  • Deep familiarity with the water industry, public sector markets, municipal utilities, or public infrastructure environments.
  • Strong messaging and writing skills, with ability to translate technical content into compelling client‑ready narratives.
  • Demonstrated success developing integrated marketing strategies and campaigns that drive measurable demand and pipeline impact.
  • Acumen in digital marketing and storytelling across channels, content marketing, discoverability strategies, and paid and organic tactics for engagement and pipeline generation.
  • Proficiency in demand generation, KPI tracking, and marketing analytics; ability to make data‑driven optimization decisions.
  • Strong project management and organizational skills, with experience managing budgets, timelines, and external resources.
  • Experience with events, sponsorships, associations, and industry partnerships in water, infrastructure or public-sector spaces.
  • Experience in demand generation and account-based marketing
  • Demonstrates the ability to work independently with minimal supervision, aligned with team strategy and goals to drive results.
  • Has a progressive understanding of how automation, machine learning and AI can improve efficiency, targeting and marketing efficacy.

Minimum Qualifications

  • Bachelor’s degree in marketing, communication, or a related field; or equivalent experience
  • Master’s degree or relevant experience preferred.
