Marketing Manager, Digital & Demand Generation
About the Role
JOB SUMMARY
CivicEye, headquartered in Charlotte, North Carolina, delivers cloud-based software for law enforcement, prosecutors, and courts, improving workflows and community outcomes. We are seeking a hands-on Marketing Manager to own CivicEye's brand, build our digital presence, and bring discipline to how we identify, capture, and track new agency relationships.
You will be CivicEye's dedicated marketer, reporting to the VP of Sales & Marketing and working alongside two Account Executives, a Solutions Engineer, and a Proposal Manager. You will own our brand standards and the collateral library the revenue team sells with, from one-pagers and case studies to white papers and the reusable material behind our proposal responses. You will lead a full revamp of our website, search, and social channels. You will take ownership of our HubSpot instance as the system administrator, keeping workflows, configuration, and reporting accurate and current. And you will manage the planning, budget, and logistics behind our conference program, which is run remotely rather than on-site.
This is a rare opportunity to define a marketing function from the ground up. You will set the strategy, choose the channels, build the reporting, and own the results, with direct access to sales leadership and a short path from idea to execution. Success looks like a refreshed website and search presence that produce measurable inbound interest, active and credible social channels reaching a public-sector audience, a collateral library the sales team actually uses, a HubSpot instance we trust, and a conference program evaluated on returns.
PRINCIPLE DUTIES AND RESPONSIBILITIES
Responsibilities are listed in order of priority and approximate share of the role.
1. HubSpot Ownership and Pipeline Development (approx. 35%) - Serve as the business owner and day-to-day administrator of CivicEye's HubSpot instance, including properties, record structure, workflows, and reporting.
- Build, maintain, and troubleshoot HubSpot workflows, automations, and routing logic so the system runs reliably without manual intervention.
- Maintain the accuracy and currency of system configuration, including properties, picklists, pipelines, lifecycle stages, and the competitor list, so that the options available to the team reflect the market we actually sell into.
- Own record-level data hygiene at the system layer: deduplication of government agency records, standardized naming and address conventions, bulk imports and cleanup, and remediation of legacy records carried over from prior systems.
- Build and maintain reports and dashboards for the revenue team, and ensure reporting reconciles to the underlying data.
- Document CRM processes and configuration, and support the revenue team as the internal resource on how the system works.
- Own the marketing contribution to net-new agency account creation, working directly with Account Executives to identify, research, and prioritize target agencies.
- Build and maintain target account lists and segmentation by market (law enforcement, prosecution, courts), state, and agency size.
- Establish and report funnel baselines, trends, and campaign performance to the VP of Sales & Marketing on a defined cadence. 2. Digital Presence: Website, Search, and Social (approx. 35%) - Own the CivicEye website on WordPress: content updates, page structure, forms, conversion paths, and user experience.
- Own our organic search presence, including keyword strategy, on-page optimization, technical SEO basics, and Google Business Profile management.
- Rebuild and run CivicEye's social presence, with LinkedIn as the primary channel and Instagram and X/Twitter as secondary.
- Build and maintain analytics instrumentation (Google Analytics, HubSpot tracking) so that website and campaign performance is measurable and reported.
- Plan, execute, and measure email campaigns and nurture sequences in HubSpot.
- Where budget is available, plan and manage paid campaigns (LinkedIn, Google Ads) and report on cost per qualified lead. 3. Marketing Collateral and Brand Governance (approx. 20%) - Own CivicEye's brand identity, voice, and messaging standards, and maintain the brand guidelines the company works from.
- Produce and maintain the core marketing collateral library, including one-pagers, sell sheets, product overviews, case studies, capability statements, and white papers.
- Serve as the marketing reviewer for the shared content repository used in proposals and solicitation responses, evaluating reusable material for brand alignment, messaging consistency, visual quality, and professional presentation. Review is applied to the standing repository, not to individual bid submissions. The Proposal Manager owns the accuracy and responsiveness of proposal content; this role owns how it presents.
- Maintain version control over approved collateral so the revenue team is always working from current material.
- Coordinate with Engineering, Client Success, and Sales to source the subject matter input and customer stories that collateral depends on. 4. Conference and Event Program Management (approx. 15%) - Own the annual conference calendar: evaluate which events CivicEye attends, build the recommendation, and manage the approved budget.
- Manage all event logistics remotely, including registration, booth and storage coordination, shipping, promotional item ordering, sponsorship contracts, and vendor management. This role plans and supports events; it does not staff them on site.
- Prepare attending staff with materials, target lists, and meeting objectives before each event.
- Own post-event lead capture, import, and follow-up sequencing, and report on the pipeline generated by each event against its cost.
HOW PERFORMANCE IS MEASURED
This role is accountable for a defined set of metrics. Specific targets will be set jointly with the VP of Sales & Marketing at the end of the first 90 days, once baselines have been established.
- Net-new qualified agency accounts created per quarter, and the share attributable to marketing-sourced activity.
- Volume and conversion rate of marketing-generated leads through each defined lifecycle stage.
- Website traffic, organic search visibility, and form conversion rate.
- Pipeline generated per conference, measured against the full cost of attendance.
- Currency and completeness of the marketing collateral library, and the revenue team's ability to find and use approved, on-brand material.
- HubSpot system health, measured by workflow reliability, configuration accuracy, duplicate rate on agency records, and whether reporting reconciles to the underlying data.
KNOWLEDGE, SKILLS & ABILITIESRequired
- Demonstrated ownership of a company website, including content management in WordPress or a comparable CMS, and improving conversion paths.
- Working knowledge of search engine optimization: keyword research, on-page optimization, and local and organic search visibility management.
- Hands-on experience building and running B2B social media programs, with LinkedIn as the primary channel.
- Administrator-level proficiency in HubSpot or a comparable CRM and marketing automation platform, including property and workflow configuration, lifecycle stages, list management, data imports and deduplication, email campaigns, and custom reporting.
- Comfort with marketing and CRM data: building reports, reading Google Analytics, establishing baselines, and reporting clearly on what is and is not working.
- Strong project management and vendor coordination skills, with the ability to run logistics independently and remotely.
- Strong writing and editing skills, and the judgment to write credibly for a public safety and criminal justice audience.
- A designer's eye for layout, consistency, and professional presentation, with working proficiency in Canva, Adobe Creative Suite, or a comparable design toolset, and the ability to hold company material to a brand standard.
Preferred
- Experience marketing to government or public sector buyers, and familiarity with how agencies budget and buy, including fiscal year cycles, grant funding programs, and cooperative purchasing vehicles, and how those cycles shape campaign timing and targeting.
- Long-form content capability, including white papers, research briefs, or technical writing for a non-technical buyer.
- Short-form video, or advanced design work in Adobe Creative Suite.
- Experience managing paid campaigns on LinkedIn Ads or Google Ads with accountability for cost per lead.
- Background in a small, resource-constrained, or growth-stage company where the marketing team was one person.
EDUCATION AND EXPERIENCERequired Education / Experience
- Four or more years of hands-on B2B marketing experience with direct ownership of website, search, and social channels.
- Bachelor's degree in Marketing, Communications, Business, or a related field, or equivalent practical experience and a portfolio of work.
- Experience in GovTech, public safety, criminal justice, or similar environment
Preferred Education / Experience
- Google Analytics or Google Ads certification, or a comparable marketing operations credential.
